QUICK ANSWER
“CCTV completion certificate” is a common market term. The regulations refer to a certificate confirming fulfilment of CCTV installation requirements, issued by Public Security. An installer's handover report documents its work and does not replace the official certificate. Preparation starts with the premises' activity and a review of coverage, recording, operation and documentation.
An official certificate and an installation report serve different purposes
An invoice, camera inventory and commissioning report document the installation and its warranty. Calling those papers a completion certificate does not make them an authority-issued certificate. Ask who issues each document and what it confirms.
Separate the installation scope from any applicable official process or fees. Confirm what the contractor will prepare, what the premises owner must supply and what remains subject to authority review.
Prepare the premises before starting an application
Describe the actual activity, floors, entrances and exits, and whether this is a new installation or an existing system. Provide a floor plan when available. A small shop and a warehouse need different assessments; floor area alone does not determine camera count.
A survey should review coverage and lighting as well as recording, storage, power, networking and access. A live phone view alone does not prove that recordings are complete or can be retrieved.
Define a practical, written scope
Agree the certificate-support scope, issuing authority, models, quantities, tests and handover documents. Clarify whether correcting observations is included and how additional work will be priced.
Distinguish supply and installation time from the authority's review. A contractor cannot guarantee an authority's decision or timetable before the site's case is assessed.
Frequently asked questions
Is the installation invoice sufficient?
An invoice documents a supply or service; it does not replace the certificate issued by the competent authority.
Can an existing system be upgraded?
Possibly, after checking equipment, coverage and storage. A complete replacement should not be assumed before assessment.
